IT WAS A POWERFUL REMINDER OF HOW STRONG THE TEXAS TRAVEL AND TOURISM INDUSTRY IS. TRAVEL AND TOURISM IS A VITAL ECONOMIC ENGINE FOR WACO. JUST IN 2025, TRAVELERS SPENT $504.7 MILLION DIRECTLY INTO OUR LOCAL ECONOMY, SUPPORTING 14,000 JOBS AND GENERATING $45 MILLION IN DIRECT TAX RECEIPTS, INCLUDING $15 MILLION OF THAT. STAYING RIGHT HERE IN OUR LOCAL TAX REVENUE, THESE DOLLARS HELP FUND THE SERVICES OUR COMMUNITY DEPENDS ON. NONE OF THAT HAPPENS WITHOUT THE HARD WORK AND STRATEGIC LEADERSHIP OF OUR DMO STAFF. SO A DRAFT RFP WAS CIRCULATED TO LET PEOPLE KNOW WHAT THE EXPECTATIONS ARE. THE INTERRELATEDNESS OF THE FORM BASED CODE THAT'S IN DEVELOPMENT, ALL THESE THINGS TO HELP INFORM PROPOSALS. IT WAS FORMALLY ISSUED FEBRUARY 2ND AND THE DEADLINE WAS APRIL 2ND, AND WE RECEIVED THREE RESPONSES. THREE GROUPS RESPONDED WITH PROPOSALS THAT ENCOMPASSED A VARIETY, BUT INCLUDING ALL EIGHT SITES. AND A NOTE HERE IS THAT OUR REACH WAS MUCH FURTHER. BUT BECAUSE THIS IS A YET TO BE BUILT DISTRICT, MUCH OF THE FEEDBACK THAT WE RECEIVED WAS TO SAY, I LIKE THE IDEA, BUT I'M NOT SURE I CAN BE YOUR PIONEER. AS I MENTIONED, LOCATED AT THE HISTORIC PAUL QUINN CAMPUS ALONG ELM AVENUE, THIS POOL REALLY OFFERS A COUPLE KEY AQUATIC AMENITIES FOR ALL PROGRAMS AND AGES. IT'S AN INDOOR FACILITY THAT OFFERS LAP SWIMMING, OPEN SWIM. WE ALSO HAVE DIFFERENT AQUATIC FITNESS CLASSES, AND REALLY AT THE CORE OF OUR PROGRAMING RIGHT NOW ARE THOSE SWIM LESSONS, BUT ALSO THE OPPORTUNITY TO TRAIN OUR OWN LIFEGUARDS AS WELL. IT HAS BEEN OPEN YEAR ROUND SINCE WE OPENED A LITTLE MORE THAN A YEAR AGO, AND WE'VE GOT STAFF, NOT ONLY OUR AQUATICS TEAM, BUT THE MEMBERS OF OUR PUBLIC WORKS TEAM WORKING TO MAKE SURE THAT WE'VE GOT AN ENJOYABLE EXPERIENCE FOR EVERYONE AT THIS FACILITY. AS YOU MAY RECALL, THIS FACILITY WENT UNDER A COMPLETE TRANSFORMATION, AND I WANTED TO HIGHLIGHT IN LOOKING BACK, BACK IN 2021, WHEN THE DECISION FROM THE CITY COUNCIL AND THE SUPPORT WAS MADE TO PURCHASE A FORMER YMCA BUILDING AND CONVERT IT INTO THE DORIS MILLER COMMUNITY CENTER, THIS SAT NEXT TO OUR MULTI-PURPOSE CENTER. BUT REALLY KEY TO THAT WAS JUST SOME VERY STRATEGIC VISION OF WHAT THIS DID. THIS ALLOWED US TO MOVE OUR RECREATIONAL OFFERINGS FROM THE BLEDSOE MILLER COMMUNITY CENTER OVER HERE WITH AN EXPANDED SQUARE FOOTAGE. ALSO FACILITIES LIKE THE POOL. BUT THAT OPENED THE DOOR FOR A PLACE FOR OUR STEAM CENTER, WHICH WE KNOW IS JUST BECOME A CENTERPIECE OF A LOT OF THINGS WE'RE OFFERING AND REALLY CREATES, AS I MENTIONED, GOING BACK, THAT ANCHOR ON THE OTHER SIDE OF ELM TO REALLY GET A CONNECTION TO DOWNTOWN, WE WENT THROUGH A COMPLETE RENOVATION OF THAT COMMUNITY CENTER, OPENED THAT TO THE PUBLIC IN 2023. THEN WE ENTERED A SECOND PHASE WHERE WE LOOKED AT THE RENOVATION OF THIS INDOOR POOL FACILITY. WE WERE REALLY EXCITED AND SO EXCITED THAT WE WANTED TO BRAVE THE COLD WEATHER OF JANUARY TO DO A GRAND OPENING OF THE POOL, BUT DIDN'T HAVE TO WORRY ABOUT THE POLAR PLUNGE. YOU CAN ACTUALLY, IN THAT PICTURE, SEE SOME OF THAT STEAM RISING OFF. BUT SINCE THAT TIME, WE'VE BEEN OPEN FOR OPERATION, AS I MENTIONED, OPEN EVERY WEEK OF THE YEAR. WE UTILIZE CONTRACTED LIFEGUARDS AND SWIM INSTRUCTORS AS WELL. AND GOING BACK TO THAT SCHEDULING PER CODE FOR AN INDOOR FACILITY LIKE WE OPERATE, IT'S CLASSIFIED AS A CLASS B POOL. WHAT THAT MEANS IS WE HAVE TO HAVE TWO LIFEGUARDS AT THE VERY MINIMAL ON DUTY AT ALL TIMES. SO THERE'S A LITTLE BIT OF JUGGLING THERE, BUT IT IS A GREAT OPPORTUNITY. WE'VE HAD A VARIETY OF PEOPLE COME IN, YOUNG, OLD, RETIRED PEOPLE WANTING TO LOOK FOR SOMETHING TO DO. WHICH INCLUDE THE NUMBER OF UNITS AND LOT DIMENSION CRITERIA FOR EACH OF THE LOT TYPES. THIS IS THE EXHIBIT FOR THAT. SO ORIGINALLY IN 2022 ON THE SMALL LOTS THERE'S TWO DIFFERENT TYPES. THERE'S BROWNSTONES WHICH ARE ATTACHED UNITS THAT YOU WOULD CONSIDER, YOU KNOW, LIKE NEW YORK STYLE BROWNSTONES AND ZERO LOT LINE. ORIGINALLY THERE WAS GOING TO BE MORE ZERO LOT LINE PRODUCT AND BROWNSTONE. AND AS THE BUILDERS GROUP HAS FINE TUNED THEIR PLANS, THEY WANT TO FLIP THAT. SO THERE'S GOING TO BE MORE BROWNSTONES NOW THAN THE ZERO LOT LINE LOT LINE PRODUCT. OVERALL IT THE OVERALL DENSITY, IT JUST INCREASES THE TOTAL UNIT COUNT FROM 259 TO 260. SO JUST ONE. BUT IT DOES LEAN MORE TOWARDS THE BROWNSTONE ON THE SMALL LIGHT SMALL LOT PRODUCT. THE OTHER TYPES STAY THE SAME MEDIUM LOT AND LARGE. THERE'S NO CHANGES TO THAT. WE DID REMOVE THE DIMENSION REQUIREMENTS. THERE WAS A DIMENSION, A LOT AREA AND A MINIMUM WIDTH, WHICH SOMEWHAT CONTRADICTED ITSELF. SO WE REMOVED THE DIMENSION OUT OF THAT. AND SO NOW WE JUST HAVE LOT AREA AND MINIMUM LOT WIDTH, WHICH ALIGNS WITH OUR OUR ZONING ORDINANCE AND MAKES IT EASIER TO INTERPRET. AND THEN WE TOOK OUT ALL THE DIMENSIONS OF THOSE LOT SIZES AND DIMENSIONS OUT OF THE OVERLAY, BECAUSE THEY WERE DUPLICATES OF WHAT WAS IN THE DESIGN BOOK. SOME OF THE OTHER DESIGN BOOK UPDATES, WE'RE DEALING WITH, SOME OF THE BUILDING PLACEMENTS AND SETBACK REQUIREMENTS FOR THE RESIDENTIAL LOT TYPE, AND THEN ENCROACHMENTS, ESPECIALLY WITH THE BROWNSTONES AND ZERO LOT OF PRODUCT. THERE WAS SOME CONFLICTS WITH THE BUILDING CODE, ESPECIALLY DEALING WITH OVERHANGS INTO SETBACKS AND ENCROACHMENTS OF PORCHES. AND SO THERE'S SOME CLARIFYING LANGUAGE IN THERE THAT ADDRESSES THAT. SO IT CAN MEET BOTH BUILDING CODE AND THE CONCEPT FOR THE DESIGN BOOK. SOME REVISIONS TO SETBACKS ON ALLEY LOTS. THERE'S A LOT OF THESE PRODUCTS ARE ALLEY LOADED WITH ALLEYS, SO THE SETBACKS NEED TO BE AMENDED FOR THAT.SAME WITH THE IMPERVIOUS COVERAGE FOR THE BROWNSTONE LOTS. AND THEN THE TOPIC THAT HAD THE MOST DISCUSSION WITH PLANNING COMMISSION WAS THE HEIGHT INCREASE AND THE MIXED USE AREA FROM 40FT AND THREE STORIES TO 50FT AND FOUR STORIES. AND I'LL TALK MORE ABOUT THAT IN AN UPCOMING SLIDE. AND THEN REDUCTION OF THE MINIMUM GROUND LEVEL HEIGHT FROM 16 FOOT TO 12 FOOT FOR THE COMMERCIAL BUILDINGS, WITH THE WITH THE PRODUCT THAT THEY'RE WANTING TO BUILD, HAVING MIXED USE ABOVE IT, THAT REDUCTION HELPS THEM WITH THE PRODUCT TYPE. SO PLAN COMMISSION DID RECOMMEND APPROVAL OF ALL OF THE CHANGES, WITH THE EXCEPTION OF THE HEIGHT REQUIREMENT FOR THE COMMERCIAL BUILDING. THERE WAS CONCERNED, ESPECIALLY WITH THE HEIGHT GOING DOWN. DUTTON. AS YOU GET MORE INTO THE RESIDENTIAL NEIGHBORHOOD WITH THE THE INCREASE OF THE HEIGHT GOING TO 50, WITH BUILDING MASSING NOT BEING COMPATIBLE WITH SOME OF THE RESIDENTIAL AREAS. SO THEIR RECOMMENDATION WAS TO APPROVE EVERYTHING THE WAY IT WAS SUBMITTED, BUT TO KEEP THE BUILDING HEIGHT ALONG. DUTTON AT THE CURRENT LEVELS IN THE DESIGN BOOK, WHICH IS 40FT AND THREE STORIES, THE RECOMMENDATION WAS A VOTE OF 6 TO 3. THE THREE THAT VOTED AGAINST IT WERE NOT OPPOSED TO THE CHANGES. THEY WERE IN FAVOR OF IT BEING CHANGED COMPLETELY TO 50 FOOT, AND SO ALL OF THEM WERE SUPPORTIVE OF, OF, OF THE CHANGES EXCEPT FOR THE HEIGHT. BUT AFTER THE MEETING, AFTER THE PLANNING COMMISSION HEARING, THE DEVELOPER WAS NOT AT THE PLANNING COMMISSION MEETING, BUT WE WERE ABLE TO MEET WITH THEM. AND REALLY THE INCREASE IN HEIGHT WAS JUST TO ALLOW SOME ROOFTOP SPACE ON. YOU CAN SEE HERE FOR THE RESIDENTIAL USES AND JUST FOR A SMALL PORTION OF THE BUILDING, IT WASN'T TO GO ANOTHER FULL STORY. SO BASED ON THAT. SO YOU CAN SEE SOME OF THE THE ELEVATIONS THERE. SO YOU'D HAVE COMMERCIAL ON THE FIRST FLOOR AND THEN TWO FLOORS OF RESIDENTIAL. AND THEN THAT SMALL FOURTH FLOOR WOULD BE FOR SOME COMMON SPACE FOR THE RESIDENTIAL USES WITH A ROOFTOP AREA, BUT JUST FOR A SMALL PORTION. SO WE STAFF IS RECOMMENDING THAT THE FOURTH FLOOR BE ALLOWED TO BE INCLUDED, BUT ONLY FOR 25% OF THE BUILDING FOOTPRINT. AND THAT WOULD THAT FOURTH FLOOR WOULD BE RESTRICTED TO NONCOMMERCIAL USES. THE DEVELOPER DID GIVE US ALSO SOME VIEWPOINTS. SO YOU CAN. SO THIS IS ACTUALLY LOOKING FROM GROUND LEVEL ON WHAT THEY'RE PROPOSING FOR THOSE. AND THEN SO YOU CAN BARELY FROM THE GROUND LEVEL, YOU CAN BARELY SEE THAT FORCE. THAT FOURTH FLOOR IS RIGHT UP THERE. SO IF WE ALLOW THE AMENDMENT AS PROPOSED BY THE DEVELOPER AND STAFF AFTER PLANNING COMMISSION, THIS IS KIND OF WHAT YOU WOULD SEE FROM GROUND LEVEL. AND WHAT'S THE USAGE AGAIN, SO THAT THAT TOP FLOOR WILL BE FOR COMMON SPACE FOR THE RESIDENCES IN THERE. SO A ROOFTOP AREA FOR THE RESIDENCES WITH A SMALL AREA, COMMON AREA. SO WITH THAT STAFF DOES RECOMMEND THAT MODIFICATION FROM THE PLAN COMMISSION RECOMMENDATION TO ALLOW THE FOURTH FLOOR, BUT ONLY THAT TO NOT EXCEED 25% OF THE BUILDING FOOTPRINT AND THEN RESTRICTED TO NONCOMMERCIAL USE.
