THIS AFTERNOON'S PRESENTATION IS GOING TO BE AN OVERVIEW OF HOW THE WACO POLICE DEPARTMENT IS STRATEGICALLY PREPARED, COORDINATING RESOURCES AND HOW WE ARE WORKING ALONGSIDE OUR COMMUNITY TO KEEP OUR COMMUNITY SAFE THIS SUMMER. ALSO WHILE CONTINUING TO BUILD TRUST AND THOSE CONNECTIONS THAT ARE SO IMPORTANT. HISTORICALLY, COMMUNITIES ACROSS THE COUNTRY HAVE EXPERIENCED INCREASES IN CRIME DURING THE SUMMERTIME, AND THAT'S FOR A NUMBER OF REASONS. SCHOOL SCHEDULE CHANGES. PEOPLE ON VACATION, PEOPLE GATHER SOCIALLY, IT'S HOT, AND IT JUST INCREASES THE OPPORTUNITY AND CHANCES FOR CRIME. AND AS WELL AS CONFLICT. SO THIS IS MY FIRST TIME DOING THIS WITH THESE GLASSES AND TRYING TO LOOK OVER MY GLASSES. SO PARDON ME NOT LOOKING DOWN AT YOU WHEN I'M DOING THIS. JUST CHECKING THE SCREEN. SO THE WACO POLICE DEPARTMENT'S APPROACH TO ADDRESSING ALL CRIME IS PROACTIVE. IT'S COLLABORATIVE, AND IT IS DATA INFORMED TO HELP REDUCE VIOLENT CRIME AND IMPROVE PUBLIC SAFETY THROUGHOUT THE SUMMER SEASON. SO TODAY'S PRESENTATION IS GOING TO BE AN OVERVIEW OF VIOLENT CRIME THAT HAVE OCCURRED OVER THE PAST SEVERAL SUMMERS. WE WILL ALSO TALK ABOUT OUR PATROL AND INVESTIGATIONS RESPONSE, CURRENT RESPONSES, AND OUR CONTINUED RESPONSE TO COMBAT VIOLENT CRIME. AND WE'LL ALSO HAVE AN INFORMATIONAL UPDATE BY SERGEANT BRIAN JOHNSON, WHO IS GOING TO TALK ABOUT THAT ENGAGEMENT, PREVENTION AND INTERVENTION PORTION OF THIS STRATEGIC PLAN. AND WE'LL END IT WITH TALKING ABOUT OUR MULTIDISCIPLINARY TEAM THAT IS CURRENTLY BEING DEVELOPED, AS WELL AS A FEW 2026 RECOGNITIONS. SO WE'RE GOING TO START WITH OUR VIOLENT CRIMES THAT HAVE [00:10:05] BEEN REPORTED OVER THE SUMMER MONTHS BETWEEN 2022 AND 2025. IF YOU LOOK AT THIS TABLE HERE, YOU WILL SEE THAT LAST YEAR WE HAD 111 INCIDENTS OF VIOLENT CRIMES. THOSE VIOLENT CRIMES, IF YOU LOOK AT THE DEFINITION ON THE BOTTOM, IT INCLUDES MURDERS, AGGRAVATED ASSAULTS, DEADLY CONDUCT AND DISCHARGES OF FIREARMS. SO LAST YEAR, EVEN THOUGH WE SAW AN OVERALL DECREASE IN CRIME LAST YEAR OF 7.4%, THERE WAS AN INCREASE IN THE NUMBER OF CRIMES AGAINST PERSONS THAT WE HAD BY 0.4%. IT WAS, I THINK IT WAS A DIFFERENCE OF 11 ACTUAL INCIDENTS. BUT STILL, OVERALL CRIME WAS DOWN. BUT YOU CAN SEE LAST SUMMER THERE WAS AN INCREASE IN VIOLENT CRIMES BY EIGHT INCIDENTS. THESE ARE FIREARM RELATED CRIMES DURING THE SAME TIME PERIOD FROM 2022 TO 2025, FOR THE MONTHS OF MAY THROUGH AUGUST, AND THE FIREARM RELATED CRIMES AGAIN. DEFINITION ON THE BOTTOM THE WHERE A FIREARM WAS USED OR DISPLAYED DURING THE COMMISSION OF AN AGGRAVATED ASSAULT OR A ROBBERY. AND AS YOU CAN SEE, LAST YEAR, AGGRAVATED ASSAULTS WERE UP AND WE HAD A DECREASE IN ROBBERIES. AND WE HAD ONE MORE HOMICIDE THAN WE DID IN 2024. DURING THE SAME TIME PERIOD. SO I THINK IT'S IMPORTANT THAT WE ALSO LOOK AT OUR YEAR TO DATE CRIME, BECAUSE THESE NUMBERS ARE PRETTY ENCOURAGING. WE'VE SEEN HISTORIC LOWS IN OUR CRIME SINCE 2022. AND THIS YEAR IS ACTUALLY NO DIFFERENT. FOR THE FIRST FOUR MONTHS OF THE YEAR. SO HOPEFULLY THIS WILL BE AN INDICATION OF WHAT WE'RE GOING TO SEE THIS SUMMER. OVERALL CRIMES AGAINST PERSONS. WE HAVE SEEN A 2.8% DECREASE IN CRIMES AGAINST SOCIETY. WE HAVE SEEN A 20% DECREASE AND THEN CRIMES AGAINST PROPERTY, WHICH HAS BEEN OUR MOST HISTORIC NUMBER, IS DOWN ABOUT 11%. YOU, I'M SURE YOU UNDERSTAND WHAT CRIMES AGAINST PERSONS AND CRIMES AGAINST PROPERTY ARE. PEOPLE GET CONFUSED ABOUT WHAT CRIMES AGAINST SOCIETY ARE. CRIMES AGAINST SOCIETY ARE THOSE CRIMES THAT IMPACT THE QUALITY OF LIFE AND PEOPLE LIKE TO CALL THEM VICTIMLESS CRIMES. BUT THERE IS A VICTIM IN EVERY CRIME. SO I DON'T LIKE CALLING THEM VICTIMLESS CRIMES, BUT THEY INCLUDE THINGS LIKE DRUG OFFENSES, WEAPONS OFFENSES, PROSTITUTION AND GAMBLING. AND WHEN WE'RE TALKING ABOUT CRIMES AGAINST SOCIETY, CRIMES AGAINST SOCIETY, THOSE NUMBERS ARE TYPICALLY GENERATED BY PROACTIVE POLICE WORK, MEANING OFFICERS CONDUCTING TRAFFIC, WHETHER WE'RE DOING TARGETED INVESTIGATIONS, WHETHER WE'RE RESPONDING TO CITIZENS COMPLAINTS. SO THAT'S HOW THOSE NUMBERS ARE GENERATED. NEVERTHELESS, OVERALL CRIME COMPARED TO YEAR TO DATE OR JANUARY TO APRIL 2025 IS DOWN 17%. SO HOMICIDE IS ALSO ONE OF THOSE CRIMES THAT WE WE. MAKE A HIGH PRIORITY THIS YEAR. WE HAVE BEEN VERY FORTUNATE. ANY LOSS OF LIFE IS DETRIMENTAL TO OUR COMMUNITY. BUT FORTUNATELY THIS YEAR THIS NUMBER IS DOWN AS OPPOSED TO THE SAME TIME LAST YEAR. LAST YEAR, THIS TIME WE ALREADY HAD FOUR HOMICIDES IN OUR CITY. THIS YEAR WE ONLY HAVE ONE. AND THIS, THE SUSPECT IN THIS INVESTIGATION WAS ARRESTED WITHIN A COUPLE OF HOURS OF THE INCIDENT. SO WE'RE DOING INCREDIBLY WELL THERE. I THINK WE ENDED THE YEAR LAST YEAR WITH EIGHT HOMICIDES. AND SO FAR, SO GOOD. AND I'M HOPING AT THE END OF THE YEAR, THIS IS THE SAME NUMBER THAT WE'RE REPORTING. AND I HAVE KNOCKED SOMETHING DOWN. ALL RIGHT. SO WE'RE TALKING ABOUT OUR PATROL AND INVESTIGATIONS. I THINK IT'S IMPORTANT TO KNOW, OF COURSE, THAT SAFETY REMAINS OUR PRIORITY FOR ALL OF OUR OFFICERS, OUR INVESTIGATORS, AND THEN EVERY SUPPORTING UNIT THAT SHOWS UP TO THE SCENE. SO ESSENTIALLY WHAT WE'RE GOING TO TALK ABOUT HERE IS OUR COORDINATED RESPONSE FROM OUR PATROL AND INVESTIGATIONS. LAST YEAR, WE TALKED ABOUT HOW THE CHANGES THAT WE'VE MADE IN OUR INVESTIGATIVE UNIT, IN OUR INVESTIGATIVE COMMAND, AND TO SUPPLEMENT THE WORK THAT WE'RE DOING. WE ARE WE HAVE PUT OUR INVESTIGATORS ON CALL 24/7. AND THIS IS GOING TO IMPROVE OUR ABILITY TO PROACTIVELY ADDRESS VIOLENT CRIME TRENDS AND TO SUPPORT ENFORCEMENT OUT IN THE FIELD. SO WHAT I'VE DISCUSSED SO FAR IS THE INTEGRATION OF RESOURCES. IS THE INTEGRATION OF RESOURCES BETWEEN OUR PATROL AND OUR INVESTIGATIONS UNIT. I ALSO WANT TO RECOGNIZE THE IMPORTANCE OF THE ROLE THAT OUR SUPPORT COMMAND PLAYS IN THE OVERALL PUBLIC SAFETY STRATEGY THAT WE USE HERE AT THE WACO POLICE DEPARTMENT. LEAD IS AN ACRONYM THAT STANDS FOR LAW ENFORCEMENT AGAINST DRUGS AND VIOLENCE. IT'S IMPORTANT TO NOTE THAT THE LEAD PROGRAM, IT'S A NATIONAL PROGRAM. IT HAS A STRONG PRESENCE IN MANY OTHER STATES OTHER THAN TEXAS, AND PARTICULARLY IN THE NORTHEAST. AND IT'S SLOWLY GROWING, GROWING HERE IN TEXAS. AND WE'RE GROWING. WE'RE GOING THROUGH A PROCESS INTERNALLY OF RECRUITING MORE OFFICERS SO WE CAN GET MORE OF A CERTIFIED INSTRUCTORS TO GET INTO MORE SCHOOLS AND TEACH THE CURRICULUM. THIS PROGRAM WILL FURTHER STRENGTHEN OUR HOLISTIC APPROACH TO, THROUGH PREVENTION, INTERVENTION, EDUCATION, COLLABORATION, AND A COORDINATED RESPONSE. THAT COMPLEX CRISIS IS GOING TO BE RESPONDING TO PEOPLE WITH BEHAVIORAL ACUTE BEHAVIORAL HEALTH CRISIS OR WHO ARE IN THOSE CRISIS. THIS IS NOT ANYTHING NEW. WE HAVE CO-RESPONDER MODELS THAT GO BY MANY DIFFERENT NAMES MOBILE CRISIS TEAMS, CRISIS INTERVENTION TEAMS ALL ACROSS THE COUNTRY. AND WE HAVE MANY THAT OPERATE HERE IN THE STATE OF TEXAS. I DIDN'T MEAN TO DO THAT. SO OUR MULTIDISCIPLINARY RESPONSE TEAM IS GOING TO BE, LIKE I SAID, RESPONSIBLE FOR HANDLING THOSE ACUITY MENTAL HEALTH CRISES THAT HAPPEN IN OUR CITY. THE UNIT WILL CONSIST OF A BEHAVIORAL HEALTH CLINICIAN, A POLICE OFFICER, AS WELL AS AN EMT OR PARAMEDIC. IF YOU LOOK AT THESE NUMBERS FOR THE FIRST QUARTER OF THE SECOND QUARTER OF 2026, YOU SEE THAT WE HAVE MADE 232 ARRESTS, 200 AND HALF, 230 FELONY CHARGES, 135 MISDEMEANOR CHARGES. AND THAT UNIT HAS ALSO RECOVERED 30 WEAPONS. NOW, THIS IS THE WORK OF THE TEXAS ANTI-GANG CENTER ALONG. AND I JUST LIKE TO JUST CONGRATULATE COMMANDER SOTO AND HIS TEAM AT THE TEXAS ANTI-GANG OFFICE FOR THE INCREDIBLE WORK THAT THEY HAVE DONE AT. WHEN THEY CAME OVER TO DO AN ASSESSMENT OF OUR SITE AND AS A RESULT OF THAT, IT PRODUCED EXCELLENT RESULTS. AIRPORT MANAGER JAMES HARRIS WILL PROVIDE COUNSEL WITH A 300 ZERO FOOT VIEW OF AIRPORT PROJECTS, INFRASTRUCTURE INITIATIVES AND STRATEGIC PLANNING. 300 ZERO FEET. OKAY. TODAY, I WANT TO PROVIDE AN UPDATE ON SEVERAL MAJOR AIRPORT INITIATIVES THAT ARE IMPORTANT TO LONG TERM SAFETY, GROWTH, FINANCIAL STABILITY OF THE AIRPORT. THIS PRESENTATION WILL FOCUS ON THREE MAIN AREAS RUNWAY 119 REHABILITATION, UPCOMING MASTER PLAN UPDATE, AND SEVERAL REVENUE AND AIR SERVICE INITIATIVES THAT WE CURRENTLY HAVE UNDERWAY. SO I'LL BEGIN WITH THE RUNWAY REHABILITATION. THIS IS ONE OF THE MOST IMPORTANT INFRASTRUCTURE PROJECTS CURRENTLY PLANNED FOR THE AIRPORT. RUNWAYS ARE THE FOUNDATION OF A OF AIRPORT OPERATIONS AND MAINTAINING THEM IN A SAFE, RELIABLE CONDITION IS IMPORTANT FOR SAFETY OF FLIGHT AND THE USERS OF THE AIRPORT. SO RUNWAY 119, THAT'S THE AIRPORT'S PRIMARY RUNWAY FOR LARGER AIRCRAFT. IT'S IMPORTANT BECAUSE OF ITS LENGTH, PAVEMENT STRENGTH, THE WIDTH. AND IT HAS AN INSTRUMENT LANDING SYSTEM WHICH IS REFERRED TO AS AN ILS. SO THE ILS ALLOWS AIRCRAFT TO LAND SAFELY TO THE AIRPORT DURING PERIODS OF POOR VISIBILITY AND BAD WEATHER. SO IT'S A VERY IMPORTANT SAFETY SYSTEM AT THE AIRPORT THAT ALLOWS AIRCRAFT TO LAND WHEN IT'S RAINING. SO WHY IS IT NEEDED? SO THE RUNWAY 119 WAS LAST REHABILITATED REHABILITATED IN 2010. GENERALLY PAVEMENT HAS ABOUT A 20 YEAR LIFESPAN. SO WE'RE COMING UP CLOSE TO THAT. SO THAT'S WHY WE NEED TO DO THAT IN 2024, THE AIRPORT COMPLETED AN UPDATE TO THE PAVEMENT PAVEMENT MANAGEMENT PLAN THAT IDENTIFIED SECTIONS OF THE PAVEMENT THAT REALLY NEEDED SOME WORK DONE TO IT. SO TOTAL PROJECT COST IS ABOUT $3.2 MILLION. 95% OF THAT IS FAA FUNDING, AND 5% OF THAT WILL BE A LOCAL MATCH. WE ANTICIPATE THE PROJECT TO BE A LITTLE OVER SIX MONTHS, AND WE WE SHOULD HAVE LIMITED SERVICE INTERRUPTIONS. WE'VE BEEN IN CONSTANT CONTACT WITH THE AIRLINES AND THE FAA, SO THEY KNOW WHEN THE PROJECT WILL START. IF THERE'S ANY OTHER MAJOR ISSUES THAT MAY. MAKE SERVICE A LITTLE WEIRD FOR A WHILE. SO WE'RE WORKING WITH AIRLINES AND THE FAA. SO THE NEXT MAJOR TOPIC IS THE AIRPORT MASTER PLAN. THE AIRPORT MASTER PLAN IS THE AIRPORT'S LONG TERM PLANNING DOCUMENT. IT PROVIDES THE FRAMEWORK FOR FUTURE AIRPORT DEVELOPMENT, IDENTIFIES FACILITIES, NEEDS, AND SUPPORTS FAA PLANNING REQUIREMENTS THAT HELP GO TO CAPITAL FUNDING. SO THIS EXHIBIT SHOWS THE BROADER AIRPORT PLANNING AREA AND HOW DIFFERENT AREAS OF THE AIRPORT MAY BE EVALUATED FOR FUTURE AVIATION. THE MAJOR PURPOSE OF THE MASTER PLAN IS TO MAKE SURE THAT WE'RE PLANNING ACCORDINGLY. [00:40:01] AND IN LINE WITH FAA. SPECS. SO. THE MASTER PLAN HAS A COUPLE KEY COMPONENTS TO IT. THERE'LL BE FOUR MEETING PUBLIC MEETINGS ON IT, AND THERE'LL BE A PLANNING ADVISORY COMMITTEE COMMITTEE SET UP BY THE CITY, AND THEY'LL HAVE CITY COUNCIL MEMBERS, AIRPORT ADVISORY BOARD MEMBERS, AIRPORT STAFF, BUSINESS LEADERS ACROSS WACO. THEY'LL ALL HAVE A CHANCE TO PUT THEIR INPUT ON THE MASTER PLANNING PROCESS. SO THIS FINAL SECTION WILL FOCUS ON REVENUE AND AIR SERVICE INITIATIVES. THESE EFFORTS ARE ABOUT STRENGTHENING THE AIRPORT'S FINANCIAL POSITION, MODERNIZING BUSINESS PRACTICES, INCREASING COMMUNITY AWARENESS AND POSITIONING. WACO FOR FUTURE AIR SERVICE OPPORTUNITIES. THE AIRPORT IS MOVING FORWARD WITH A FAIR MARKET APPRAISAL AND A RATES AND FEE STUDY. THESE STUDIES WILL HELP ESTABLISH MARKET BASED LEASE RATES AND USER RATES FOR AIRPORT PROPERTY. THIS. THIS IS IMPORTANT BECAUSE AIRPORT PROPERTY MUST BE MANAGED CONSISTENTLY, TRANSPARENTLY, AND ALIGNED, AND IN ALIGNMENT WITH INDUSTRY STANDARDS AND FEDERAL EXPECTATIONS. PRETTY MUCH OUR GRANT ASSURANCES. THE GOAL IS NOT TO SIMPLY INCREASE FEES. THE GOAL IS TO MODERNIZE THE AIRPORT'S BUSINESS STRUCTURE, ENSURING SIMILAR USERS ARE TREATED FAIRLY AND EQUITABLY. PAID PARKING THAT'S ALWAYS A FUN TOPIC. PAID PARKING HAS BECOME AN IMPORTANT NEW REVENUE SOURCE FOR THE AIRPORT. THE CURRENT MONTHLY AVERAGE IS A LITTLE OVER 23,500 IN THE YEAR TO DATE IS 165,000. THIS SHOWS THAT EVEN MODEST AIRPORT REVENUE INITIATIVES CAN MAKE A MEANINGFUL DIFFERENCE OVER TIME. PARKING REVENUES HELP SUPPORT AIRPORT OPERATIONS, MAINTENANCE EFFORTS, FUTURE IMPROVEMENTS, AND LESSENS THE BURDEN OF NEEDING SUPPORT FROM THE CITY GENERAL FUND. MARKETING IS ANOTHER IMPORTANT PART OF THE AIRPORT'S GROWTH. WE HAVE BEEN INCREASING BOTH IN INDUSTRY FACING AND PUBLIC FACING OUTREACH. ON THE INDUSTRY SIDE, WE'RE PROMOTING WACO TO AIRLINES, AVIATION PARTNERS, BUSINESS DEVELOPMENT PROSPECTS, BUSINESS OWNERS AND. LOCALLY AND REGIONALLY. WE ARE USING PLATFORMS SUCH AS WACO, BUZZ, KW, TX, DIGITAL CAMPAIGNS, AND AN UPCOMING COMMERCIAL TO INCREASE AWARENESS OF THE AIRPORT. THE WACO CAMPAIGN IS FOCUSED ON ENCOURAGING RESIDENTS TO USE THE LOCAL AIRPORT. EVERY PASSENGER WHO CHOOSES TO FLY FROM WACO HELPS STRENGTHENS THE CASE FOR FUTURE AIRLINE SERVICE. IT ALSO SUPPORTS AIRPORT REVENUE AND CONTRIBUTES TO THE LONG TERM SUCCESS OF THE FACILITY. INDUSTRY OUTREACH. THAT'S A KEY FACTOR TO DEVELOPING AIRPORTS. WE'VE GONE TO A COUPLE OF CONFERENCES AND PUT UP BOOTHS. AS YOU CAN SEE ON THE SCREEN, AIR CARGO, THE AIR CARGO CONFERENCE IT FOCUSED ON. THE AIR CARGO ASPECT OF AVIATION. A LOT OF STUFF GETS FREIGHT FORWARDED TO DFW AND FLOWN OUT. SO WE'RE TRYING TO GET INTO THAT. WE HAVE A LOT OF COMPANIES HERE IN WACO THAT COULD UTILIZE AIR SERVICE LOCALLY INSTEAD OF PUTTING TRUCKS ON THE ROAD. THE MRO CONFERENCE THAT FOCUSED ON AIRCRAFT MAINTENANCE, REPAIR AND OVERHAUL, THAT'S WHAT THE MRO STANDS FOR. WE WE WENT TO THAT CONFERENCE. WE PREVENTED PRESENTED A BOOTH. WE HAD A LOT OF CONVERSATIONS. THERE'S A LOT OF JETS THAT FLY OVER. THEY HAD A NATIONAL CONFERENCE AND A CHAPTER CONFERENCE. THE CHAPTER CONFERENCE WAS IN EL PASO THIS YEAR. AND NEXT YEAR, THE CHAPTER CONFERENCE WILL BE IN WACO. ALL RIGHT. THANKS. SO AIR SERVICE EXPANSION. AIR SERVICE DEVELOPMENT REMAINS THE AIRPORT'S HIGHEST PRIORITY. FIRST, WE ARE INVESTING IN INFRASTRUCTURE TO MAINTAIN SAFE AND RELIABLE OPERATIONS. SECOND, WE ARE PLANNING STRATEGICALLY FOR THE FUTURE THROUGH THE AIRPORT MASTER PLAN. WE DID HAVE SOME CONTINGENCY PLANNING IN PLACE EARLIER THIS YEAR AND LATE LAST YEAR TO CONTINUE SOME OF OUR GRANT FUNDED POSITIONS, PARTICULARLY IN OUR HEALTH DEPARTMENT, FOR EXAMPLE. AND THANKFULLY, THOSE FUNDS DID END UP COMING THROUGH BEFORE WE HAD TO CARRY THOSE NORMALLY GRANT FUNDED POSITIONS OVER INTO OUR GENERAL FUND. WHEN WE LOOK AT COMMUNITY [00:50:04] PROJECT FUNDING, WHICH IS ALSO CALLED EARMARK FUNDING, THAT IS ANOTHER FEDERAL RESOURCE THAT WE ARE GLAD TO HAVE ACCESS TO. THE PROGRAM RESUMED IN 2021 AFTER A TEN YEAR FREEZE, AND SINCE THAT TIME, WE HAVE BEEN ABLE TO WORK WITH CONGRESSMAN SESSIONS OFFICE TO CARRY MULTIPLE FUNDING REQUESTS FORWARD TO THE APPROPRIATIONS COMMITTEE. AND OVER THE COURSE OF THE LAST FIVE YEARS, WE HAVE RECEIVED FUNDING FOR SEVERAL OF OUR LOCAL INFRASTRUCTURE PROJECTS, AS WELL AS FOR THE REDEVELOPMENT OF THE BLEDSOE MILLER STEAM CENTER. THE EARMARK FUNDING IS NOT A GUARANTEE. EVERY YEAR THERE HAVE BEEN. THERE HAVE BEEN YEARS WHEN SOME OF THOSE ACCOUNTS ARE NOT FUNDED, AND THEN EACH REQUEST GOES THROUGH A COMPETITIVE FUNDING PROCESS FOR EACH OF THE DIFFERENT BUCKETS OF FUNDING THAT THEY HAVE. SO WHILE IT'S NOT GUARANTEED THAT THAT CYCLE IS CURRENTLY OPEN, WE HAVE THREE REQUESTS IN FOR THE FY 27 CYCLE THAT I WILL COVER ON THE NEXT SLIDE. ALONG THE SAME LINES AS SOME OF THE CONCERNS OVER FEDERAL SHUTDOWNS, WE HAVE HAD SOME SCARES OVER CONTINUATION OF DIFFERENT FEDERAL PROGRAMS AND GRANT FUNDING, FOR EXAMPLE, AND THE FY 26 PROPOSED BUDGET CDG, CDBG AND HOME FUNDING WOULD HAVE BEEN FULLY ELIMINATED. ULTIMATELY, IN THE FINAL PASSED BUDGET, THE THOSE PROGRAMS WERE FULLY FUNDED. BUT THE UNDERLYING MESSAGE HERE IS WE HAVE MANY LOCAL PROGRAMS THAT ARE PROVIDED EITHER PARTIALLY OR FULLY BY FEDERAL GRANT FUNDING, NOT ONLY IN OUR HOUSING AND HOMELESSNESS PROGRAMS, BUT ACROSS MANY OF OUR CORE SERVICES, INCLUDING PUBLIC HEALTH AND PUBLIC SAFETY. AND THEN FINALLY, A COUPLE OF THE FEDERAL PROGRAMS THAT WE'RE CONTINUING TO WORK ON, THE OPPORTUNITY ZONE PROGRAM AND FUNDING FOR OUR AIR TRAFFIC CONTROL TOWER, THE OPPORTUNITY ZONE PROGRAM, WHICH WAS ORIGINALLY CREATED IN 2017, HAD AN EXPIRATION DATE, THAT EXPIRATION DATE WAS REMOVED, AND THAT PROGRAM WAS MADE PERMANENT IN 2025. SO WE ARE CURRENTLY WORKING ALONGSIDE LOCAL STAKEHOLDERS TO IDENTIFY ZONES TO SUBMIT TO THE GOVERNOR'S OFFICE. AND THEN THE GOVERNOR WILL PROPOSE HIS NOMINATIONS IN FOLLOWING JULY TO THE FEDERAL GOVERNMENT FOR FOR DESIGNATION OF THOSE ELIGIBLE CENSUS TRACTS. AND THEN AS FAR AS THE WACO REGIONAL AIR TRAFFIC CONTROL TOWER, THERE'S BEEN A LOT OF NEWS ABOUT FAA FUNDING FOR AIR TRAFFIC CONTROL TOWER RENOVATIONS AND REPLACEMENT AND UPGRADES. WE HAVE BEEN STUCK IN KIND OF AN INTERESTING POSITION WHERE OUR AIR TRAFFIC CONTROL TOWER DOESN'T MEET SOME OF THE ELIGIBILITY REQUIREMENTS AND DESIGNATIONS. AND SO WE CONTINUE TO WORK WITH THE THE CONGRESSMAN ON, ON ACHIEVING ELIGIBILITY FOR OUR TOWER TO HAVE ACCESS TO SOME OF THOSE FUNDS. SO FOR OUR THREE COMMUNITY PROJECT FUNDING REQUESTS, I WANT TO PREFACE THAT MOST OF THE EARMARK ALLOCATIONS THAT GO TO THE APPROPRIATIONS COMMITTEE ARE CONSIDERED AROUND THE RANGE OF $5 MILLION OR LESS. EVERY NOW AND THEN, YOU'LL SEE A BIT LARGER OF A PROJECT MAKE IT THROUGH. BUT IN GENERAL, THE GUIDANCE IS NOT TO SUBMIT PROJECTS LARGER THAN $5 MILLION. SO WE SUBMITTED THREE PROJECTS THIS YEAR FOR CONSIDERATION. THE FIRST IS A CONTINUATION OF THE FLAT CREEK. FLAT CREEK REUSE PROJECT. WE HAVE PREVIOUSLY RECEIVED FEDERAL AWARDS OVER MULTIPLE YEARS FOR THIS PROJECT, AND THIS REQUEST WOULD JUST ALLOW US TO CONTINUE MARCHING DOWN THE ROAD ON THE NEXT PHASES OF THAT PROJECT. WHEN COMPLETE, THIS PROJECT WILL TRANSPORT TREATED WASTEWATER EFFLUENT FROM OUR WASTEWATER TREATMENT PLANT OVER TO THE INDUSTRIAL DISTRICT FOR NON-POTABLE USES OF WATER WHERE WE'RE CURRENTLY USING TREATED DRINKING WATER. SO SO SUPPORTING CONSERVATION AND REUSE. OVERALL, THAT TOTAL PROJECT COST IS UPWARDS OF $50 MILLION. BUT THROUGH PROGRAMS LIKE THIS, WE'RE ABLE TO KIND OF KEEP MARCHING THAT PROJECT DOWN THE ROAD IN SMALLER INCREMENTS AND PHASES. OUR OTHER TWO PROJECT REQUESTS ARE BOTH FOR PROJECTS RELATED TO THE BARONS BRANCH REDEVELOPMENT PHASE OF THE DOWNTOWN REDEVELOPMENT PROJECT. ONE IS FOR A CULVERT REPLACEMENT WHERE BARONS BRANCH CREEK CROSSES UNDER FIFTH STREET, AND THEN THE OTHER IS FOR A PURPLE PIPE IRRIGATION PROJECT TO FACILITATE REUSE OF NON POTABLE WATER, BUT TREATED WATER COMING FROM OUR RIVERSIDE TREATMENT PLANT DOWN THE ROAD TO PROVIDE IRRIGATION FOR SOME OF THE GREEN SPACES WITHIN THE BRANCH. BARONS BRANCH REDEVELOPMENT. SO AGAIN, THERE ARE NO GUARANTEES WHEN WE SUBMIT THESE REQUESTS. IT IS AN APPLICATION AND A COMPETITIVE CYCLE. WE MONITOR THE PROGRESS OF THOSE REQUESTS THROUGHOUT THE YEAR. AS THE FY 2011 BUDGET GOES THROUGH DEVELOPMENT, AND WE TYPICALLY FIND OUT MORE CONCRETE INFORMATION OF IF PROJECTS ARE GOING TO MAKE IT THROUGH THE PROCESS OR NOT LATER IN THE CALENDAR YEAR. SO IT'LL BE IT'LL BE A LITTLE WHILE BEFORE WE KNOW IF WE'RE GETTING THIS FUNDING IN 5 MILLION. ASHLEY, IS THE BITE THE MAX KIND OF BITE SIZE IN THIS IN THESE DEALS. AND IN ADDITION TO KIND OF PIECING IT DOWN TO 5 MILLION, YOU KNOW, IN THE CONTEXT OF OUR [00:55:02] 3 OR $4 BILLION WORTH OF STUFF, WE NEED, WE HAVE TO MAKE MAKE IT FIT INTO FEDERAL PROGRAM SOMEWHERE. IS THAT KIND OF TYPICAL BASED ON WHAT YOU THINK MIGHT BE AVAILABLE? YES. SO TYPICALLY WE REQUEST IN THE 3 TO $5 MILLION RANGE, WE DON'T TYPICALLY SEE THE FULL AWARD COME THROUGH AT THOSE AMOUNTS. I MEAN, I'M SORRY, I MEANT THE NUMBER OF NUMBERS. WE MAKE REQUESTS. YES. SO THE CONGRESSMAN IS RESTRICTED TO I THINK USUALLY IN THE 12 TO 15 RANGE OF PROJECTS THAT HE CAN CARRY FORWARD TO THE APPROPRIATIONS COMMITTEE. SO WE GENERALLY WILL SUBMIT 3 OR 4. IT'S NOT TYPICAL THAT WE ACTUALLY HAVE THREE THAT ARE EVEN CARRIED FORWARD. BUT. YES. GOTCHA. SO MOVING OVER TO THE TO THE STATE LEGISLATURE, I AGAIN WANT TO START BY SAYING THAT HERE IN WACO, WE ARE INCREDIBLY FORTUNATE TO HAVE REALLY GREAT WORKING RELATIONSHIPS WITH OUR LOCAL REPRESENTATION. SO WE HAVE WORKED CLOSELY WITH REPRESENTATIVE CURRY, WITH REPRESENTATIVE ORR, AND WITH SENATOR BIRDWELL ON MANY OF OUR LOCAL ISSUES, INCLUDING WATERSHED PROTECTION, PUBLIC SAFETY AND ECONOMIC DEVELOPMENT. SENATOR BIRDWELL DID NOT RUN FOR REELECTION IN THIS NEXT CYCLE, BUT I'M STILL CONFIDENT THAT AS OUR INCOMING STATE SENATOR COMES ON BOARD, WE WILL ESTABLISH GOOD WORKING RELATIONSHIPS THERE AS WELL. SO I MENTIONED ON THE STATE OR ON THE FEDERAL LEVEL, THERE AREN'T NECESSARILY TARGETED ACTIONS THAT ARE LOOKING TO IMPACT MUNICIPALITIES. SAME CAN'T NECESSARILY BE SAID FOR THE STATE LEGISLATURE. AGAIN, I'VE BEEN AROUND THE LEGISLATURE FOR TEN YEARS. IT SEEMS TO GET MORE AND MORE CONTENTIOUS REGARDING STATE AND LOCAL GOVERNMENT RELATIONS AND WHAT THE STATE WANTS TO RESTRICT OR NOT RESTRICT FOR, FOR FOR LOCAL GOVERNMENT OPERATIONS. SO WHERE WE CURRENTLY SIT, WE'RE AT THE INTERIM BETWEEN THE 89TH AND 90TH LEGISLATIVE SESSIONS. THE LEGISLATURE CONVENES EVERY OTHER YEAR. DURING THE INTERIM, THE SPEAKER OF THE HOUSE AND THE LIEUTENANT GOVERNOR WILL ISSUE CHARGES FOR THEIR RESPECTIVE CHAMBERS TO DO RESEARCH, GATHER FEEDBACK, AND LOOK AT PROJECTS THAT THEY WILL TAKE ON IN THE UPCOMING LEGISLATURE. SO EARLIER THIS YEAR, BOTH THE SPEAKER OF THE HOUSE AND LIEUTENANT GOVERNOR HAVE ALREADY RELEASED THEIR INTERIM CHARGES FOR THEIR RESPECTIVE CHAMBERS. I HAVE THE MAIN THEMES UP ON THE SCREEN FOR WHAT ARE THE MUNICIPALLY RELATED CHARGES, AND I'M NOT GOING TO READ THROUGH ALL OF THEM, BUT I DO WANT TO HIGHLIGHT JUST A FEW. AND PLEASE FORGIVE ME. I'M JUST GOING TO READ KIND OF THE SUMMARIES OF WHAT SOME OF THOSE CHARGES ARE, BECAUSE THERE IS THERE ARE POTENTIALLY A LOT OF RESTRICTIONS OR A FOCUS ON RESTRICTIONS. AGAIN, NOT ANYTHING WE HAVEN'T NECESSARILY SEEN IN PREVIOUS SESSIONS, BUT JUST NOTING THAT THOSE THEMES WILL CONTINUE. SO IN THE SENATE, SOME OF THEIR SOME OF THEIR CHARGES FROM THE LIEUTENANT GOVERNOR THAT IMPACT CITIES WOULD BE LOOKING AT CUTTING PROPERTY TAXES FURTHER AND EVALUATING ADDITIONAL OPTIONS TO REDUCE PROPERTY TAXES FOR NEW HOMEOWNERS, REMOVING BARRIERS TO HOUSING AFFORDABILITY, SPECIFICALLY BY MAKING RECOMMENDATIONS TO STRENGTHEN PROPERTY RIGHTS AS THE CORNERSTONE OF TEXAS HOUSING AFFORDABILITY. HOLDING LOCAL GOVERNMENT ACCOUNTABLE BY EXAMINING THE COLLECTION, USE AND OVERSIGHT OF FEES IMPOSED BY LOCAL GOVERNMENTS, INCLUDING BUT NOT LIMITED TO, UTILITY CONNECTION CHARGES, PERMIT INSPECTION FEES, DRAINAGE OR STORMWATER IMPROVEMENT FEES, AND MAKING NECESSARY RECOMMENDATIONS TO ENHANCE ACCOUNTABILITY AND ENSURE FEE REVENUES ARE USED SOLELY FOR THEIR INTENDED PUBLIC PURPOSES. THEY'RE GOING TO BE TAKING A LOOK AT LOCAL HOTEL OCCUPANCY TAX ACCOUNTABILITY DURING THE INTERIM, AND DOING A STUDY THERE ON THE COLLECTION AND REPORTING AND USE OF STATE AND LOCAL HOTEL OCCUPANCY TAX REVENUES. THERE IS AN EFFORT TO LOOK AT THE USE OF UTILITY REVENUES FOR INFRASTRUCTURE MAINTENANCE AND STUDYING THE PRACTICE OF THE TRANSFERENCE OF REVENUE FROM WATER AND WASTEWATER UTILITIES OVER TO GENERAL FUNDS. AND SO THE SENATE WILL BE MAKING RECOMMENDATIONS ON LIMITING THE PERCENTAGE OF UTILITY REVENUE FUNDS AVAILABLE FOR TRANSFER AND ENSURING RATEPAYER FUNDS ARE DEDICATED EXCLUSIVELY TO THE SUSTAINABILITY AND SECURITY OF TEXAS WATER SYSTEMS. AND THEN IN THE HOUSE AGAIN, ALSO LOOKING AT PROPERTY TAX RELIEF. THEY DID A LOT OF WORK IN THE MOST RECENT LEGISLATIVE SESSION. SO THEY'RE GOING TO BE STUDYING SOME OF THE EFFECTS THERE, AS WELL AS LOOKING AT NEW NEW EXEMPTIONS AND INCREASED HOMESTEAD EXEMPTIONS. THERE'S A BIG FOCUS IN THE HOUSE ON LOCAL GOVERNMENT SPENDING AND DEBT PRACTICES, INCLUDING THAT FOCUS ON CEOS AND CERTIFICATES OF OBLIGATIONS THAT WE SAW IN THE PREVIOUS TWO SESSIONS AND LOOKING TO TO MAKE RECOMMENDATIONS ON LIMITING THE GROWTH OF LOCAL GOVERNMENT SPENDING IN THE FUTURE. HOUSING AFFORDABILITY IS A BIG FOCUS. THE THE HOUSE WILL BE LOOKING AT THE COLLECTION, USE AND OVERSIGHT OF OF FEES IMPOSED BY LOCAL GOVERNMENTS AROUND IMPACT FEES, UTILITY CONNECTION CHARGES, PERMITTING AND INSPECTION FEES, AND AGAIN, THE [01:00:03] DRAINAGE AND STORMWATER FEES. THEY ALSO HAVE HAD A FOCUS AND WILL CONTINUE THEIR FOCUS ON THIRD PARTY REVIEW AND PREAPPROVAL OF CERTAIN RESIDENTIAL BUILDING PLANS. THEY'RE GOING TO BE LOOKING AT THE EFFECTS OF THE SUPER PREEMPTION BILL, WHICH WAS CALLED THE TEXAS REGULATORY CONSISTENCY ACT, AND LOOK AT POTENTIALLY ADDING NEW SECTIONS OF THE LOCAL GOVERNMENT CODE IN THE FUTURE SESSION. AND THEN FINALLY LOOKING AT HOW LOCAL GOVERNMENTS APPROPRIATE PUBLIC FUNDS TO CONTRACT WITH THIRD PARTY CONSULTANTS AND OR NON-GOVERNMENTAL ORGANIZATIONS FOR SERVICES. SO PRETTY GOOD MAGNIFYING GLASS ON DIFFERENT TYPES OF OF LOCAL GOVERNMENT OPERATIONS. AND CITIES.
